Construction safety at Terminal Three Pier 6 at Heathrow Airport
BAA is one of the construction industries largest clients and commissions many complex and prestigious projects. Pier 6 at Terminal 3 of Heathrow Airport was one such programme of works involving around 3500 people in a supply chain of some 40 companies. The companies within the supply chain, which included: Mace, Taylor Woodrow, Lang O’Rourke, Wilson James and AMEC, some had varying levels of experience in behavioural safety methodologies but were all committed to working closely with BAA on safety issues.
The construction work required the creation of another fl oor and additional services such as lifts, on an airport building that was in constant use. The work was 24/7 with the highest levels of activities occurring at night. As a consequence the project was under close and constant scrutiny from the public and media.
JOMC helped provide both strategic and operational support to individual companies as this programme unfolded. The umbrella service created allowed considerable fl exibility for each company involved. JOMC behavioural interventions were then tracked using JOMC data systems. The data showed that of the key behaviours observed the percentage of unsafe behaviours fell from 50% to 30% of the total in less than 1 year.
Excellent feedback was received with partners agreeing that the process was "very positive" - with some individuals saying it affected how they behaved both at work and at home. It caused them to "stand back and think - challenging some ingrained practices, challenging accepted short cuts and improving their perception of risk".
BAA regarded the results of the JOMC programme as "extremely good" with the overall reportable injury rate for the project at 0.28 per 100,000 hours. The JOMC methodology was being extended across all 7 airports managed by BAA.
